Reporting to the Traffic Supervisor the Traffic Technician 1 is responsible for supporting the Traffic Operations Section by coordinating technical operations of traffic systems and functions to maintain and enhance public safety and efficiency on Richmond roadways. The incumbent designs, drafts, and maintains traffic control signs and pavement markings, issues permits for lane closures, oversize permits and construction loading zones. The incumbent also performs analysis of a wide range of traffic and parking related data, and responds to internal and external request and complaints. The work is performed is an office environment with regular site visits and field installation of traffic data collection equipment. This position requires routine light physical effort, visual and mental concentration.

Key responsibilities:

  • Conducts field investigations and data collection on traffic volumes, traffic speeds, collision frequency, pedestrian and cyclist counts to determine needs for improvements and safety enhancements.
  • Conducts inspections to examine traffic device warrants, intersection corner sightlines and post construction traffic control deficiencies to determine the requirements to upgrade facilities.
  • Conducts traffic studies to determine the extent and nature of traffic issues and identify the appropriate traffic calming devices required.
  • Conducts related field inspections as required to ensure that requirements of City Traffic Bylaws are met.
  • Analyzes a wide range of traffic and parking related data; analyzes traffic collision statistics to identify potential locations for additional safety features and controls (e.g. red light cameras, speed humps, traffic circles).
  • Coordinates traffic-related activities and technical support for special events affecting traffic operations; assesses special event impacts of roadways and reviews recommendations to mitigate impacts.
  • Participates in discussions and coordinate plans to enhance traffic safety, and works with a various community stakeholders and external agencies towards achieving objectives.
  • Liaises with internal customers to ensure traffic related matters are addressed as part of review for new developments, construction or other special projects.
  • Provides support to a variety of transportation, traffic, and transit advisory committees and offer technical expertise related to traffic safety and regulatory matters.
  • Maintains complete traffic operation files, records, regulatory documents.
  • Provides exceptional customer service to internal and external clients by effectively answering enquiries and complaints related to traffic engineering technical matters and issues.
  • Provides assistance to the Traffic Technician 2 and/or Traffic Supervisor as required.

Knowledge, Skills & Abilities:

  • Sound knowledge of City of Richmond practices, policies and procedures.
  • Sound knowledge of the rules, regulations and policies governing the work performed.
  • Some knowledge of drafting and design methods, practices and procedures as related to traffic engineering projects and operations.
  • Some knowledge of the functions, standards and operations of the Traffic Operations Unit.
  • Ability to perform technical analysis, design, drafting and other related tasks under general supervision.
  • Ability to make timely decisions that ensure and maintain public safety and the integrity of the City’s image in regards to changing traffic conditions, placement of traffic control devices, construction and other traffic related circumstances.
  • Ability to establish and maintain effective collaborative working relationships with the public and internal and external contacts consistent with the corporate customer service principles and provide information, assistance and interpretations as required.
  • Ability to interpret and communicate technical and specialized information in a user-friendly manner.
  • Ability to ensure that work meets quality and service requirements of the department.
  • Ability to obtain, interpret, summarize and prepare data and information required for reports and operations.
  • Ability to assign and check the work of temporary staff and provide instruction and training. Ability to effectively operate REDMS or other similar document management system.
  • Skill in the operation of tools, instruments and equipment used in the work.
  • Skill in effective verbal and written communication with both internal and external customers.
  • Ability to successfully pass a Police Information Check.

Qualifications and Experience:

  • Completion of technical courses and certifications such as International Municipal Signs Association (IMSA) Signs and Markings Level 1 and 2, Introduction to Urban Traffic Engineering, AutoCAD, and Traffic Control Person (TCP) Certification, equivalent up to a one year program.
  • Minimum of two (2) years of related technical experience in traffic analysis, design, and drafting.
  • Experience working in a municipal environment is preferred.
