What can I expect to do in this role?

You will:

  • Provide a comprehensive range of I&IT business re-design and analysis services for cluster clients
  • Promote the application of I&IT as solutions to business problems within the ministry
  • Apply re-engineering and digital concepts to promote business improvements through alternative, cost effective service delivery approaches
  • Develop strategies, prepare business cases and cost-benefit analysis, and conduct feasibility studies for business I&IT initiatives
  • Conduct and lead research to identify opportunities for improving I&IT systems use and management
  • Facilitate and manage stakeholder communication both on an ongoing basis and throughout project life cycle to support informed client/cluster decision-making on solution options
  • Lead cross-organizational projects and committees to provide expertise and hands-on business analysis integration and risk assessment
  • Prepare and advise on business analysis policies, processes, best practices and standards to promote a consistent business analysis practice within the cluster, the ministry and across the OPS
  • Provide leadership and guidance to the team on the effective use of cloud technologies and architecture frameworks to successfully achieve business outcomes. Specifically in the Microsoft Azure environment
  • Work in areas of technologies that involve the following: web applications, cloud, IAA (Identification, Authorization and Authentication), advanced analytics, collaborative tools and reporting


How do I qualify?

Technical expertise:

  • You have knowledge and experience in the UX / UI design and the requirements gathering process
  • Demonstrated experience working within SDLC/Agile: analysis, design, configuration, prototyping, testing deployment with cloud and on-premises applications.
  • Experience using MS Office (Word, Excel, Outlook, PowerPoint, Microsoft SharePoint), MS Project, Agile Software and MS Visio or similar product for process flow
  • You have knowledge of and proven experience with business re-design, analysis, processes, tools, technology, methodologies and modeling expertise to lead large, complex multi-jurisdictional projects, business transformation and digital government initiatives
  • You have knowledge of policies, directives, guidelines and procedures related to service delivery processes, enterprise business architecture, and current trends and technologies related to business driven IT solutions.
  • You have knowledge and demonstrated experience of software development life cycle, software design, development and systems integration, database concepts, user interface design principles, change management, quality assurance, risk management, to develop digital solutions to satisfy business needs.
  • You have knowledge and demonstrated experience in analytics (specifically IBM Cognos and Microsoft BI) and both advanced and operational analytics concepts; data visualization techniques and tools (i.e. Tableau)
  • You have knowledge and demonstrated experience with data warehousing concepts
  • You have experience leading multiple concurrent project teams to ensure the I&IT business and infrastructure needs for the client are met. Projects will include applications on-prem, within a cloud environment or migration of an existing on-prem application into the cloud
  • You have knowledge and experience with OPS I&IT standards and best practices especially with OPS IAA (Identification, Authentication and Authorization) standards and leading solutions to ensure OPS IAA standards are met for client applications
  • You have knowledge and demonstrated experience and thought leadership with collaborative tools (specifically Microsoft SharePoint)


Analytical and problem-solving skills:

  • You have analytical and problem-solving skills to assess clients' business requirements and identify best technology solutions.
  • You have analytical skills to identify, research, develop and assess information architecture and data management options, policies, standards and methods for the purpose of making business recommendations.
  • You have experience assessing and developing ongoing system platform performance measurements, identifying necessary changes/improvements, and overseeing implementation to sustain platform performance
  • You are able to develop strategies, prepare business cases and cost-benefit analysis, and conduct feasibility studies for business l&IT initiatives.


Communication skills:

  • You have proven consultation, oral and written communication skills to provide advice, lead workshops and make presentations to clients and the cluster's senior management and executives.
  • You have collaboration and client management skills to establish working relationships with management, staff and clients, and to participate on committees and contribute to project status meetings.
  • You have negotiation skills to negotiate Service Level Agreements (SLAs) and resolve procurement problems with vendors and suppliers.
  • You have advisory skills to provide authoritative and persuasive technical advice to a wide range of audiences


Project management and procurement experience:

  • You have demonstrated knowledge of project management methodology and practices to participate in and lead business I&IT initiatives.
  • You have experience planning and leading all phases of complex projects across multiple business functional/technical areas
  • You have experience working with project managers to act as a lead to coordinate and manage the technical aspects of a complex project
