Nasittuq holds the contract for the Government of Canada contract providing operations and maintenance support at CFS Alert located at the north-eastern tip of Ellesmere Island in Nunavut, approximately 817 kilometers from the North Pole. Nasittuq's contract is to provide operations and maintenance to the workplace for the military personnel and base operations. Our contract includes facility maintenance and operations of approximately 90 buildings, as well as maintaining the runway, roads, quarry operations, fuel farms, water treatment and accommodation services for nearly 80 military and civilian people who work on a fly-in, fly-out basis at the station. As a key member of the Alert management team, the Deputy Contract Program Manager is a seasoned, self-motivated and organized individual that will be responsible for the management of day to day operations and maintenance activities in Alert, NU and for the administrative day to day activities in the Belleville office. The position is physically based on Belleville, ON, close to our client, the military base in Trenton, ON. The Deputy Contract Program Manager reports to the Contract Program Manager (CPM). This position will be required to work out of the Belleville, ON office.

Main Accountabilities

  • Provide support in administering planning, coordinating, managing and prioritizing the Nasittuq Alert contract and all deliverables under the contract
  • Liaise regularly with the Alert Management Office at 8 Wing in Trenton, ON
  • Lead a high performance culture, manage effectively through effective hiring, onboarding, training, coaching and performance management
  • Align operations to address gaps immediately
  • Implement and executive operational procedures and processes
  • Manage the logistics of rotational fly-in fly-out employees travelling to and from Alert, NU from Trenton, ON via Canadian Forces aircraft; this includes working with DND for approval of and booking seats on the CF aircraft
  • Manage and execute the Engineering Works Plan
  • Ensure all work carried out at CFS Alert by Nasittuq employees meets or exceeds all applicable codes, standards, regulations and legislation.
  • Write proposals and task authorizations for work which exceeds current scope
  • Manage all weekly, monthly, quarterly and annual operation plans, report and deliverables; and ensure they are submitted in accordance with the Contract including quality plan, engineering works plan, preventative maintenance plan, government furnished materials reports and other plans
  • Communicate daily with the onsite management in CFS Alert
  • Responsible for effective labour relations, working closely with Human Resources and the union and being a key member of the bargaining team for contract negotiations
  • Travel to Alert, NU periodically will be required

Qualifications:

  • Post-secondary education in engineering, construction management, business management, BOMI or a related field
  • Minimum 10 years experience in facility, logistical or operations management and minimum 5 years of team leadership experience
  • Demonstrated ability to plan, organize, schedule and manage operations and staff
  • Relevant experience in projects of similar size/scope (facility management in an isolated, remote or harsh environment)
  • Customer/client focused and previous experience working with military operations is an asset
  • High sense of urgency and flexibility, and ability to meet multiple competing demands and priorities
  • Safety orientated; safety is a top priority at Nasittuq and must be prioritized at all times
  • Must be able to work effectively in a team environment, and drive a results in a results-orientated culture
  • Adaptability and ability to manage priorities with attention to detail and work cross-culturally
  • Self-motivated, strong hands-on work ethic
  • Exceptional working knowledge of MS Office
  • Excellent business writing skills (English) and effective verbal communication skills
  • Candidates must be Canadian citizens, be eligible for SECRET security clearance and must be available to travel periodically to Alert, NU
